NPS Cooperative Research and Development Agreement (CRADA) Opportunities

A Cooperative Research and Development Agreement (CRADA) is a partnership between a Federal laboratory and a non-Federal entity to conduct collaborative research and development aligned with the laboratory’s mission. CRADAs are a key mechanism for formalizing partnerships between private industry and the Naval Postgraduate School (NPS), enabling collaboration while allowing non-Federal parties to contribute funding. Under a CRADA, both parties can provide personnel, facilities, equipment, and other resources. However, the government cannot provide funding to non-Federal entities under this agreement.

What is a CRADA?

It is a written agreement between one or moreFederal laboratories and one or more non-Federal parties under which theGovernment, through its laboratories, provides personnel, facilities, equipmentorother resources with or without reimbursement (but not funds tonon-Federal parties). The non-Federal partiesprovide personnel, funds,services, facilities, equipment or other resources to conduct specific researchordevelopment efforts that are consistent with the agency's mission.CRADAs are authorized by the TechnologyTransfer Act of 1986 (15 USC3710a) as amended.

Isthere Funding?

Can be with or without reimbursement. Paid onlyin advance, by the non-Federal partner(s) tothe Federal Lab(s). Will benegotiated in advance of signed agreement.

Whenis a CRADA appropriate?

CRADAs allow NPS researchers to exchangetechnical expertise with non-Federal partners, and to accept reimbursement forresearch conducted under the CRADA. CRADAs also protect aresearcher'srights and those of NPS to inventions the researcher may make. CRADAs areappropriate when ideas,staff, materials, equipment is to be exchangedover a period of time for the purpose of collaboration and/or aninventionmay result. Money can be provided to NPS under a CRADA.

Whomay participate in CRADAs?

CRADAs must involve at least one non-federal party. In addition to NPS researchers, the other participants in a CRADA may be one or more of the following:- Private corporations (US or foreign)- Nonprofit and not-for-profit institutions (US or foreign)- State, local, and tribal governments (US)- Other Federal agencies (US)
