

The Naval Postgraduate School’s JIFX program seeks to enhance its support of the institution's education and research mission by integrating specialized Subject Matter Experts (SMEs) into its field experimentation events. Currently, there is a capability gap in available mentorship regarding the complex lifecycle of capability development, specifically in the areas of defining requirements, validating innovations, and transitioning solutions to the operational force. Without this expertise, students and team members lack necessary guidance on identifying promising technologies and developing the strategic frameworks required to meet real-world military applications. This project aims to secure personnel with extensive experience in technology integration strategies to serve as instructor-mentors to bridge this operational knowledge void.
The objective of this project is to secure specialized Subject Matter Expert support to provide mentorship and instruction on capability development, ensuring NPS students and JIFX personnel acquire the critical skills necessary to identify, validate, and integrate emerging technologies into the operational force.

After 26JAN2026 – Path Forward: Subsequently, selectees will participate in a discussion with Government Subject Matter Investigators (SMIs) to learn more about the scope of work determined by the Government. Successfully negotiated awards may fall under (but are not limited to) any combination of these categories:
· Business-to-Business (B2B) Agreement as a sub-award (15 U.S. Code, Section 3715)
· Cooperative Research and Development Agreement (15 U.S. Code, Section 3710a)
· Alternate mechanism of award/interaction as defined in discussions with Government
1. 10+years active military service in the United States armed forces or a combination of uniformed and relevant civilian government experience. Ideal candidates served as leaders in progressively challenging operational assignments that required them to oversee the integration, adoption, and employment of emerging technologies by the formations where they served.
2. 10+years of experience in Technology Transition and Transfer (T3) or Defense Acquisition, specifically focused on moving prototypes from research environments (TRL 4-6) to Programs of Record or operational use (TRL 7-9).
3. Demonstrated expertise in the "Valley of Death" mitigation strategies, including a deep understanding of funding vehicles such as SBIR/STTR Phase III, Middle Tier of Acquisition (Section 804), and Other Transaction Authorities (OTAs).
4. Proven track record of bridging the gap between technical innovators and operational end-users, with the ability to translate complex military requirements into actionable development milestones for industry partners.
5. Experience in mentorship or formal instruction teaching the frameworks of capability development and requirement validation within a graduate-level, professional military education (PME), or institutional command environment.
